摘要:

中国非四大经济圈地区长期存在高等教育同质化、与区域经济需求脱节的问题,论文从资源与产业类型及经济发展阶段
双维视角构建分类框架,探究该区域部分省市的转型策略,以推动其高等教育从“跟跑”向“造血”转变。研究发现:第一,资源型
中等收入地区需通过学科动态调整与校企协同创新优化产业结构;第二,农业主导型欠发达地区应以职教下沉与返乡创业扶持
带动人才回流;第三,生态脆弱型欠发达地区可借力跨区域高校协同、打造可持续人才生态,将自然限制转化为特殊优势。依据
此框架,力图突破单一维度局限探讨区域分类治理,探索差异化策略破解政策“一刀切”难题,激活地方内生动力,促进特色发展。

Abstract:

Regions outside China's four major economic zones have long been plagued by the homogenization of higher education and
its disconnection from regional economic demands. This paper constructs a classification framework from the dual-dimensional
perspective of resource and industry types as well as economic development stages, explores the transformation strategies of selected
provinces and cities in these zones, and aims to drive the transition of their higher education from a "catch-up" model to a "self
generated development" model. The study finds that: first, resource-based middle-income regions need to optimize their industrial
structure through dynamic adjustment of disciplines and university-industry collaborative innovation. Second, agriculture-dominated
underdeveloped regions should drive talent return by expanding vocational education access and supporting return-home
entrepreneurship. Third, ecologically vulnerable underdeveloped regions can leverage inter-regional university collaboration and build
a sustainable talent ecosystem to transform natural constraints into unique advantages. Based on this framework, this paper seeks to
break through the constraints of a single-dimensional perspective to explore classified regional governance, develop differentiated
strategies to resolve the dilemma of "one-size-fits-all" policies, activate local endogenous driving forces, and facilitate distinctive
development.
